Terms of Reference

Goal

To investigate and provide advice, suggestions and make recommendations to Council on matters relating to economic development, including business retention, new business attraction, promotion and the implementation of an Economic Development Strategy for the Municipality of Port Hope upon request of Council on an as needed basis. 

Mandate 

To provide advice, suggestions and recommendations upon request of Council, to assist Council respond to economic development vision and goals of the community and the Economic Development Strategy adopted in April 2006 and Municipality’s Economic Development Strategic Plan update dated February 8, 2011 which was further updated February 4, 2015 for sustained economic growth and employment opportunities based upon forward-looking economic development opportunities built on innovation, entrepreneurship and creativity. 

Objectives 

  1. The Task Force may: 
  • Upon direction of Council Identify key areas that affect the Municipality’s ability for attraction, expansion and retention of economic development and tourism opportunities, including but not limited to appealing features/qualities, transportation, infrastructure, overall appearance being inviting, housing, education, health services, various types of businesses opportunities, tourism attractions, entertainment and recreation services, opportunities for marketing and promotion, filming and publication opportunities, branding as well as areas of constraints and improvements. The Municipality’s Economic Development Strategy adopted in April 2006 and Municipality’s Economic Development Strategic Plan update dated February 8, 2011 which was further updated February 4, 2015 should be used as a resource document in identifying key areas while incorporating a forward-thinking approach including but not limited to research, technology and green initiatives.

  • Think outside the box in development of a strategy/plan to utilize existing retail and commercial space to its full potential including potential for innovative new development opportunities including but not limited to research, technology and green based development.

  • Investigate opportunities that promote and support the agricultural sector including but not limited to agriculture equipment, service providers and locally sourced produce;

  • Investigate sustainability and issues facing local industries/businesses including opportunities to address their needs.

  • Development of a strategy/plan to help foster and advocate job opportunities through small businesses and self-employment entrepreneurs both part-time and full-time including investigating issues that face those who start new businesses, reviewing municipal practices that affect new businesses, determine the potential barriers.

  • Advise Council on matters relating to the maintenance and development of a strong and diversified urban and rural economic base within the Municipality.

  • Review and provide advice to Council on matters relating to implications from Port Hope as the Eastern gateway for a rapidly expanding GTA, in order to take advantage of acceptable, sustainable, wealth and employment generating opportunities both urban and rural.

  • Develop Strategies/Plan focusing on building good relations and promoting economic development growth through current and external industries/business.

  • Act in an advisory capacity for initiatives brought forward by Economic and Development Staff .

  • Investigate and report back on matters referred to the Economic Development Task Force by Committee of the Whole/Council from time to time.

  • Coordinate above efforts with relevant internal / external stakeholders as directed by Council to support the Corporate Strategic Plan and various adopted Master Plans as appropriate.
