Task Force Members

Deputy Mayor Jeff Gilmer is Chair of the Economic Development & Tourism Committee

Councillor Mary Lou Ellis is the Chair of Planning & Development Committee and Council representative on the Heritage Port Hope Committee

Faye Langmaid was a long-standing member of the Waterfront & Trail Committee with extensive experience in municipal administration. Faye and was closely involved in the redevelopment of the old rail yards on the Windsor Waterfront.

Will Ryan is the president of Will Ryan Interior Design and is a representative member of The Pier Group

Paul Evans (Chair) is the Chair of Port Hope's Economic Development Advisorty Committee. An architect by trade, Paul has worked for 35 years in design, construction, and development of industrial, commercial, and institutional property.


Scope and Mandate

The Municipality of Port Hope Centre Pier Development Task Force (the "Task Force") is working to identify costs and potential risk associated with future development of the Centre Pier. The scope of the Task Force is confined to the Centre Pier with a mandate to examine the restraints and financial implications associated with the decontamination of the harbour and pier as part of the LLRW remediation project.

Appointed by and reporting directly to Council the task force shall:

  1. First of all confirm whether or not the Harbour decontamination operation can proceed with all or some of the existing buildings in place and if so at what cost to the budget and schedule
  2. Examine the long term schedule restraints and associated continuing costs imposed on any Pier re-development as a result of the PHAI (Port Hope Area Initiative) operations and relieving Cameco of their obligations on termination of the lease.
  3. Review and comment on the development potential of the Pier lands within the context of the current Port Hope Waterfront Development Plan.
  4. Prepare conceptual development budget(s) for various options to open the site to future development with or without existing structures being retained. This would include but is not limited to continuing improvements, maintenance and insurance costs up to the point of assumption by a developer and/or partnership for development.
  5. Define the kind of financial commitments required to support in principle the various development financing options and comment on the associated feasibility and risk/reward of each to the Municipality.

As part of their draft report research, some members of the Centre Pier Development Task Force met with representatives of the Port Hope Area Initiative and Cameco Corporation. Highlights from those discussions were provided as part of the Task Force report to Council on July 26, 2011.
