The Committee on Public Art meets at the call of the Chair.
Terms of Reference
MISSION STATEMENT:
The Committee on Public Art (COPA) has been established to provide advise and guidance for the consideration/evaluation of design and artist recruitment/selection for art in public spaces and facilities. It is their primary responsibility to ensure that the Public Art Policy, is adhered to, and that Council of the Municipality of Port Hope, through the Parks, Recreation and Culture Advisory Committee, receive recommendations from the COPA regarding public art matters.
GOALS:
The Committee on Public Art shall:
1. Ensure the provision of opportunities for direct and informed public involvement in the direction and selection of public art work;
2. Ensure that all processes when public art is considered include all/any affected Municipal Departments and Committees. i.e. Works and Engineering, Economic Development and Tourism and Parks, Recreation and Culture;
3. Ensure that the Parks, Recreation and Culture Advisory Committee be included in the process when public art may be considered in proximity to the river and/or waterfront;
4. Ensure that governance of the policy is mindful and informed;
5. Ensure that Federal laws will apply including those regarding artist's rights, censorship and obscenity;
6. Recognize that although public art work may occasionally cause controversy, the jury guidelines must provide a responsible, public selection process which in turn ensures that secured art work is supportable by the community and not subject to ephemeral movements;
7. Ensure that primary to the activity of COPA, is its responsibility to provide regular opportunities to share information and provide community education on the public art program.
