Below is a summary of key items discussed at the Municipality of Port Hope regular Council Meeting held on Tuesday, September 19, 2017. The full agenda and staff reports are available on the Council Portal.

Expense Policy and Vehicle Usage and Safety Policy Revisions

After consideration of a staff report regarding proposed changes to the Expenses Policy and Vehicle Usage and Safety Policy, Council approved the following policy revisions: 1) Expense Reimbursement Policy; 2) Vehicle Usage and Safety Policy; and 3) Expense Reimbursement - Schedule A 2017. Further, Council approved that By-law 135/2007 regarding the ‘Expenses’ Policy be repealed and replaced in its entirety through a Resolution, with the updated ‘Expense Reimbursement’ Policy; and that By-law 100/2010 regarding the ‘Vehicle Usage and Safety’ Policy be repealed and replaced in its entirety through a Resolution, with the updated ‘Vehicle Usage and Safety’ Policy.

Council Member Remuneration Policy Update

Council authorized an update to the Council Member Remuneration Policy based on a report drafted by the Council Member Remuneration Committee, which was presented at the Committee of the Whole meeting of September 5, 2017. The objective of the Committee was to review the Administration Policy entitled Council Member Remuneration, Reference # 2014_01, effective date December 1, 2014, and revise the Policy to address the remuneration and benefits for the upcoming term of Council. The updates to the Policy include an increase in salary for the Deputy Mayor and Members of Council. The revised Policy will take effect for the period of December 1, 2018 to November 30, 2022.

As stipulated in the updated Policy, the annual salary for the 2018 incoming Council is as follows: Mayor: $48,400 (or as may be adjusted after any cost of living wage increase is administered in January 2018); Deputy Mayor: $26,000; Councillors: $20,000.

Council also approved the administration of a payment of seventy-five dollars ($75) per month for a Travel Allowance to six (6) Council members, excluding the Mayor, for each month beginning December 2014, through to November 2018 inclusive.

Riverside Park Design

Council accepted the Proposed Design Option #1 for the Interactive Park layout, to be located at Riverside Park. The proposed design was endorsed by the Parks, Recreation and Culture Advisory Committee (PRC 26/2017) at their meeting of July 27, 2017.

Earlier this year, the Municipality was the successful recipient of the New Horizons for Seniors Program grant for the development of an interactive park at Riverside Park. The park is located across from the Ruth Clarke Activity Centre for Seniors. The grant funding for this project is $18,000 which represents 100 per cent of the funding for the park development. This project aligns with the Community Strategic Plan and the Age-Friendly Community Action Plan and encourages social participation, inclusion, volunteerism and engaging seniors in mentoring of others and opportunities for inter-generational activities.

Amendment to the Traffic and Parking By-law

Council approved an amendment to the Traffic and Parking By-law 39/2008, to regulate traffic and parking in the Municipality of Port Hope. The amended By-law provides for the Installation of two new stopping conditions on Baulch Road at the Port Hope Area Initiative (PHAI) Private Access Road and two new stopping conditions on Queen Street and Robertson Street. Further, there will an addition of one accessible parking space at the Ruth Clarke Activity Centre for Seniors and two additional accessible parking spaces at the East Beach Parking Lot.

Minutes from this meeting will be available pending approval at the next Council meeting on Tuesday, October 3, 2017, at which point they will become the official record of the meeting.
