The below filming process offers clear guidelines for executing a successful filming event. To proceed smoothly, the successful applicant must complete all necessary steps.

Filming Application Process
Productions hoping to film in Port Hope should follow these steps to make sure they submit an effective and successful film permit application.
Step 1: Connect with Port Hope's Film Liaison 
Productions hoping to film in Port Hope should contact Port Hope's Film Liaison as soon as possible to talk through their intentions and get guidance on what is and is not permissible or possible for their chosen locations and dates. Port Hope is a bustling and vibrant small town, so productions need to work closely with the Municipality's Liaison to minimize friction and disruptions to the community. Step 2: Review Port Hope's Filming Policy

Port Hope's Filming Policy will help you understand Port Hope's particular legal and infrastructural conditions for your locations, providing guidance on how to complete a successful film permit application. The Film Policy will also help you estimate the total cost you can expect to incur in Municipal filming fees (not including parking or Paid Duty Police services).

Step 3: Submit a Film Permit Application

We require receipt of a permit application at least 3 weeks prior to the first day of shooting for your location. This will allow staff to respond quickly and effectively to the application and suggest revisions or alternatives. We will also be able to determine if you will need to submit additional permit applications, such as road occupancy permits. Port Hope requires road occupancy permits be submitted no later than 10 days prior to the date of the occupancy. Your Film Liaison will be able to help you identify what your occupancy needs will be and assist you in completing those additional applications.

Step 4: Pay the Filming Deposit

All productions that submit a permit application are required to pay a deposit prior to the first day of filming, the amount of which depends on the size of the production crew. Visit our fees and charges webpage for a breakdown of the permit fees in Port Hope. This deposit will be returned once all outstanding invoices and fines from the Municipality are paid in full for all filming permits.

To make a payment you can:

  • Pay in-person by cash, cheque or debit at:
    • Town Hall (Finance Department), 56 Queen Street, Port Hope, Ontario, L1A 3Z9
    • Monday to Friday from 8:30 a.m. to 4:30 p.m. 
  • Pay cheque by mail: Town Hall, Finance Department. 56 Queen Street Port Hope, Ontario, L1A 3Z9
Step 5: Receive and Execute Filming Activities according to the Policy and Permit
Productions can require numerous services and occupancies of the Municipality - the permit application and the eventual issued permit will outline these requirements. The Film Liaison will help you secure what you need or direct you to the appropriate contact or department (for example, By-Law for parking; Port Hope Police Services for paid duty officer support).
Step 6: Receive and Pay Filming Fees and Fines

An invoice associated with your permit will be issued 2 to 4 weeks after filming has wrapped on that particular permit. Payment is due within 30 days of receiving the invoice. Visit our fees and charges webpage for a breakdown of the permit fees in Port Hope.
