Making a donation - it takes a village

This project requires support from our community to reach completion. By getting involved, you will:

Help build a place for connection: 

Seniors who report a strong sense of community belonging are 62 per cent more likely to be in good health.  An enabling environment makes it possible for seniors to be active participants in their communities. The expansion at the Town Park Recreation Centre supports a range of opportunities for social engagement, including volunteerism, “age-friendly” designs in the built environment that foster social engagement, lifelong learning, and civic participation. Policies, services, and programs will address the barriers that restrict or limit social engagement by older adults and encourage social connections among and between generations. Comfortable, welcoming, and accessible spaces designed to promote engagement and build community will create opportunities for CONNECTION for Port Hope. 

Help build a place for learning:

Program design will be guided by the voice of seniors through our Senior’s Program Committee to ensure relevant programs, appropriate delivery, and diverse opportunities. Lifelong learning contributes to healthy aging and vibrant communities, and the Expansion at Town Park Recreation Centre will be a hub for local seniors to engage in programs and services, targeting the needs and interests of seniors. Through programs, workshops, meetings and special events, the Expansion at Town Park Recreation Centre will make space for LEARNING.

Relevant opportunities to learn, lead and improve health with programs that support physical, emotional and community health will bring the spaces and places created in the Town Park Expansion Project to life. Vibrant and energetic programming that is accessible to all will promote active and healthy lifestyles, independent aging, and quality of life. 

Further information: case for support 

The construction of a new facility to replace the Ruth Clarke Activity Centre (RCAC) is an objective of the Port Hope strategic community initiative as part of the priority to support multi-generational community opportunities. Various background reviews and studies support this priority, including the Leisure Services Master Plan (2010 and 2021), the Facility Feasibility Study, the Development Charges By-law, and the Age-Friendly Community Action Plan. Each of these plans highlights the importance of addressing the changing needs of residents, accommodating the anticipated increased demand for programs and space and indicate that the existing RCAC does not provide sufficient, accessible space.

The Facility Feasibility Study Report identified the need for expanded programming space for seniors. This plan approved the recommendation of the Town Park Recreation Centre (TPRC) as the preferred site for a future expansion to support multi-use space to accommodate needs, optimize shared resources and create new multi-generational opportunities.

Expansion of the Town Park Recreation Centre will respond to growth of the older adult population and provide required facilities to serve the diverse and varied needs of Port Hope seniors. This project is reflective of the mandate of Parks, Recreation, and Culture Department to enhance the quality of life for Port Hope residents through a wide range of innovative, inclusive, and accessible programming, providing opportunities for physical activity, social interaction, and community engagement. Additionally, this project is identified as a priority through the Municipality’s Strategic Plan.

Funding Model

In November of 2019, the Municipality applied to the Investing in Canada Infrastructure Program (ICIP) under the Community, Culture and Recreation Infrastructure Stream. This application was to construct an addition to the Town Park Recreation Centre. The preliminary estimated project cost requested to complete this important community initiative was $3,000,494. These costs included architectural and engineering services, hard construction costs, conceptual planning, and other related expenses. For the purposes of the application, these costs were identified as a budget estimate and a starting point for the funding application.

On March 12, 2021, it was announced that the Municipality was successful with the ICIP application. As part of the funding agreement, The Municipality is responsible for 26.6% with both the Federal and Provincial Governments responsible for the remaining costs.

Since the application was completed in 2019, significant factors have resulted in substantial increases related to construction costs and building materials. These factors include higher rates imposed on steel and aluminum products, significant increases in building material costs, and other impacts to the economy as a result of the COVID-19 pandemic. There was also a lengthy delay between the submission of the application and approval.

The total current project budget for the Town Park Recreation Centre Expansion Project has been confirmed as $5,049,836.00, including increased costs due to COVID-19 pandemic supply chain shortages and inflation.

To be able to complete this important community strategic priority a funding strategy is required, including a $250,000 community fundraising campaign comprised of community donations, sponsorships, and event revenue.

Ways to contribute

Option 1: Donation

Support completion of the expansion and promote positive health for seniors through a charitable donation. All donations over $25 will receive a charitable tax receipt. All donations over $250 dollars will be recognized on our donor wall inside the facility. Types of donations include:

  • Pre-authorized monthly giving
  • Donations in memoriam
  • Donation in celebration of a birthday, anniversary, or other special occasions
  • A planned gift (for example, a will, tangible assets, a beneficiary of RRSP, RRIF or life insurance policy)
Option 2: Sponsorship and naming opportunities

Accessible, inviting spaces will be the home to programs and services that make life in Port Hope better for seniors. Consider room sponsorship to show your support by putting your name on one of the key rooms in the new expansion.

  • Large Multipurpose Room: $25,000
  • Medium Multipurpose Room: $15,000
  • Seniors Lounge, Small Multipurpose Room or Servery: $10,000
  • Outdoor Courtyard: $25,000

Option 3: Support an item from our wishlist

New spaces mean new program possibilities.  To respond to the growing and changing interests of Port Hope seniors, program innovation and expansion are necessary.  Support this growth by purchasing a piece of equipment vital to program delivery.  

  • Outdoor program materials including activity equipment, seating, shade shelters, BBQ etc. to support outdoor programming and social events
  • Raised garden beds and gardening supplies to support gardening programs. 
  • Indoor or outdoor art to beautify the new spaces.
  • Specialized program equipment to promote accessibility and inclusion.

Progress to date

Expansion of the Town Park Recreation Centre has began!

August 4, 2022

Construction is underway on the Town Park Recreation Centre Expansion Project! Work began the week of July 15, and progress so far is substantial. You will notice construction fencing has been erected around the area of work, and work on a temporary entrance is taking place. Programs continue to operate and access to the facility is not impacted. Read the news story about our recent ground-breaking ceremony.

August 22, 2022

Construction is moving along well on the Town Park Recreation Centre Expansion Project! Interior blockwork and tile work at the temporary entry door has been completed, and an accessible push button has been installed. 

The pedestrian ramp up to the temporary entry at the south side of the building has been completed.

The building footprint has been excavated and granular stone has been placed on the base and compacted. Excavated materials are being removed from the site.

September 8, 2022

Dalren Inc. has completed all storm and sanitary work required for the new site and building. The pedestrian ramp up to the temporary door at the south side of the building is in operation. The new building strip footings have been poured and the forms stripped. The rebar was cast into the footings and is ready for the foundation walls. 

Next, the foundation walls will be poured and masonry work can begin.

November 1, 2022

The new building footings have been completed and masonry is progressing well. Arrival of trusses and commencement of roofing are anticipated over the next two weeks. Floors are scheduled to be poured in early December. The building is starting to take shape!

January 6, 2023

Work continues on the Town Park Recreation Centre Expansion! The addition is really starting to take shape, with significant roof work and installation of windows.

January 16, 2023

A lot of progress on the Town Park Recreation Centre Expansion! Door frames, exterior doors, and interior windows have been installed, and exterior insulation is completed. The lower part of the roof over the vestibule and the lobby is complete as well!

March 13, 2023

Metal roofing, soffit, and fascia is installed. Drywall is complete, and interior painting has begun. Work on suspended ceilings, finishes, and flooring will begin this week.

April 21, 2023

The interior of the facility is nearly complete! Lighting, flooring, HVAC, commissioning, life safety systems, and security and complete. Final work required includes millwork, counter tops, washroom/kitchen fixtures and partitions. Stay tuned for updates on when we will be able to transition programs into this new space!

May 15, 2023

Staff are working hard to get the expansion at Town Park Recreation Centre ready for you! We can't wait to welcome you into this new space - it won't be long now. For project updates or opportunities to get involved in our Growing Together Fundraising Campaign, please see above.

September 1, 2023

The expansion at Town Park Recreation Centre is open and programming is well underway. Participants and staff are enjoying the additional space and the bright new building. An expanded program schedule is planned for the fall, with registration currently open. Please join us on September 7, 2023 at 9:00 a.m. for the official grand opening and ribbon cutting.
