Building inspector with checklist

Once a building permit is issued, building services provides inspections to ensure compliance with the Ontario Building Code and relevant by-laws. Inspections help to ensure that construction is completed in accordance with the approved plans.

Please be advised that plumbing services now fall under the responsibility of Northumberland County. All plumbing inspections are booked through County staff.

Request an inspection

Please book an inspection at least one to two business days in advance of your desired inspection date. Inspections take place between 8:30 a.m. and 4:00 p.m. Monday to Friday.

You can also call to request an inspection at 905-885-2431. You will need to provide the following information: 

  • Building permit number or address
  • Contact name and phone number
  • Inspection type

If work is being carried out by a contractor, it is the responsibility of the property owner to ensure that the contractor calls for all necessary inspections. Ensure inspection approvals are granted prior to carrying out the next phase of construction.

Important Notice
Failure to have a completed and approved inspection may result in having to uncover and expose work for inspection.

Inspection checklists

Inspections are dependent on the complexity of the project. Additional inspections may be required. Some inspections may not be required.

Residential dwellings 

  • Plumbing outside services - Installation of building storm sewer and sanitary sewer and water service pipe
  • Readiness to pour footings - Readiness to pour footings with formwork and reinforcing in place prior to placing concrete
  • Plumbing rough-in under slab - Installation of underground building storm drain, sanitary drain, and water supply
  • Prior to backfill - Substantial completion of footings and foundations, including drainage and damp-proofing prior to commencement of backfilling
  • Structural framing - Substantial completion of structural framing after heating and ventilation, mechanical, and plumbing rough-in with windows and roofing in place
  • Plumbing rough-in above slab - Installation of drainage system, venting system, and the water distribution system throughout the building.
  • HVAC rough-in - Substantial completion of all ductwork and cold air return spaces
  • Insulation, vapor barrier and air barrier - Substantial completion of the insulation, vapor barrier, and air barrier prior to covering
  • Fire separations and closures - Substantial completion of all framing, batt insulation, and resilient channel required of a fire separation, prior to installing fire rated drywall
  • Garage ceiling/floor insulation - Substantial completion of the insulation and vapor barriers in ceiling of garage and any floor over unheated space, prior to covering
  • Fire protection occupancy - Completion of fire alarm, sprinkler, emergency lighting, and standpipe systems
  • Plumbing occupancy - Installation of required plumbing fixtures and plumbing appliances as required to permit occupancy, as required by the Ontario Building Code
  • HVAC occupancy - Installation of required heating and ventilation appliances as required to permit occupancy, as required by the Ontario Building Code
  • Occupancy - Completion of the construction and installation of components required to permit occupancy, as required by the Ontario Building Code

Finished basements, additions or renovations

  • Readiness to pour footings - Readiness to pour footings with formwork and reinforcing in place prior to placing concrete.
  • Plumbing rough-in under slab - Installation of underground building storm drain, sanitary drain, and water supply
  • Prior to backfill - Substantial completion of structural framing after heating and ventilation, mechanical, and plumbing rough-in with windows and roofing in place
  • Structural framing - Substantial completion of structural framing after heating and ventilation, mechanical, and plumbing rough-in with windows and roofing in place
  • Plumbing rough-in above slab - Installation of drainage system, venting system, and the water distribution system throughout the building
  • HVAC rough-in - Substantial completion of all ductwork and cold air return spaces
  • Insulation, vapor barrier and air barrier - Substantial completion of the insulation, vapor barrier, and air barrier prior to covering

  • Structural framing - Substantial completion of structural framing after heating and ventilation, mechanical, and plumbing rough-in with windows and roofing in place
  • HVAC rough-in - Substantial completion of all ductwork and cold air return spaces
  • Plumbing rough-in under slab - Installation of underground building storm drain, sanitary drain, and water supply
  • Plumbing rough-in above slab - Installation of drainage system, venting system, and the water distribution system throughout the building
  • Insulation, vapor barrier and air barrier - Substantial completion of the insulation, vapor barrier, and air barrier prior to covering
  • HVAC occupancy - Installation of required heating and ventilation appliances as required to permit occupancy, as required by the Ontario Building Code
  • Plumbing occupancy - Installation of required plumbing fixtures and plumbing appliances as required to permit occupancy, as required by the Ontario Building Code
  • Occupancy - Completion of the construction and installation of components required to permit occupancy, as required by the Ontario Building Code

Decks

  • Readiness to construct footings - Readiness to pour footings with formwork and reinforcing in place prior to placing concrete
  • Structural framing - Substantial completion of structural framing
  • Occupancy - Completion of the construction and installation of components required to permit occupancy, as required by the Ontario Building Code

 Industrial, commercial, or institutional

  • Readiness to construct footings - Readiness to construct footings with formwork and reinforcing in place prior to placing concrete
  • Damp proofing layer - 
  • Drainage layer prior to backfill - Substantial completion of footings and foundations, including drainage and damp-proofing prior to commencement of backfilling
  • Structural framing - Substantial completion of structural framing and ductwork and piping for heating and air conditioning systems if the building is within the scope of Part 9 Division B. Substantial completion of structural framing for each storey and rough-in of heating, ventilation, air conditioning, and air contaminant extraction equipment for buildings other than Part 9 Division B
  • HVAC rough-in - Substantial completion of all ductwork and cold air return spaces
  • Exhaust hood systems – during contractor conducted balloon test of fire suppression, and smoke test of ducts 
  • Plumbing rough-in under slab - Installation of underground building storm drain, sanitary drain, and water supply
  • Plumbing rough-in above slab - Installation of drainage system, venting system, and the water distribution system throughout the building
  • Insulation and vapor barrier - Substantial completion of the insulation and vapor barriers prior to covering
  • Fire separations and closures - Substantial completion of all required fire separations and closures
  • Fire protection occupancy - Completion of fire alarm, sprinkler, emergency lighting, and standpipe system
  • HVAC occupancy - Installation of required heating and ventilation appliances as required to permit occupancy, as required by the Ontario Building Code
  • Plumbing occupancy - Installation of required plumbing fixtures and plumbing appliances as required to permit occupancy, as required by the Ontario Building Code
  • Building occupancy - Completion of the construction and installation of components required to permit occupancy, as required by the Ontario Building Code

Electrical Inspection

If your project includes electrical work, you will need to contact the Electrical Safety Authority in order to book an electrical inspection.

Plumbing and septic inspection

If your project includes plumbing or septic system work, you will need to contact Northumberland County to book an inspection.
