Welcome to the Municipality of Port Hope training on the Ontario Human Rights Code (as it relates to persons with disabilities), Accessibility for Ontarians with Disabilities Act, 2005 and the Integrated Accessibility Standards Regulation.

Training Requirements 

Under the Integrated Accessibility Standards Regulation (IASR) the Municipality is required to provide training on the Human Rights Code and the Accessibility Standards referred to under the IASR, as appropriate to the responsibilities of the employee, volunteer, committee members and other individuals. Training requirements have been outlined in the following two categories:

Employees 

The following courses are required:

  • Ontario Human Rights Code and Accessibility for Ontarians with Disabilities Act, 2005
  • General Requirements
  • Customer Service
  • Information and Communication
  • Employment Standards

The following additional courses are required based on job responsibilities:

  • Transportation
  • Design of Public Spaces
Volunteers, Committee members and Individuals who provide goods, services or facilities on behalf of the Municipality

The following courses are required:

  • Ontario Human Rights Code and Accessibility for Ontarians with Disabilities Act, 2005
  • General Requirements
  • Customer Service

The following additional courses are required based on responsibilities:

  • Information and Communication
  • Employment Standards
  • Transportation
  • Design of Public Spaces

Training Information

The following information has been provided to the Municipality by Curriculum Services Canada and the Ontario Human Rights Commission.

Once you have completed the applicable course material, proceed to the Record of Training Completion and submit the Accessibility Training Record.

The Code and AODA 

The Human Rights Code - Overview

The Code states that every person has a right to equal treatment based on a protected ground in a protected social area.

Protected grounds include:

  • Age
  • Ancestry, colour, race
  • Citizenship
  • Ethnic origin
  • Place of origin
  • Creed
  • Disability
  • Family status
  • Marital status (including single status)
  • Gender identity, gender expression
  • Receipt of public assistance (in housing only)
  • Record of offences (in employment only)
  • Sex (including pregnancy and breastfeeding)
  • Sexual orientation.

Protected social areas include:

  • Accommodation (housing)
  • Contracts
  • Employment
  • Goods, services and facilities
  • Membership in unions, trade or professional associations.
Accessibility for Ontarians with Disabilities Act, 2005 - Overview
Recognizing the history of discrimination against persons with disabilities in Ontario, the purpose of this Act is to benefit all Ontarians by: Developing, implementing and enforcing accessibility standards in order to achieve accessibility for Ontarians with disabilities with respect to goods, services, facilities, accommodation, employment, buildings, structures and premises on or before January 1, 2025

Integrated Accessibility Standards Regulation

General Requirements - Overview

The Accessibility Standards are rules that businesses and organizations in Ontario must follow to identify, remove and prevent barriers so that people with disabilities will have the same opportunities to participate in every day life.

This includes the following requirements:

  • Establishment of an Accessibility Advisory Committee
  • Implementation and maintenance of an accessibility plan
  • Documentation and policies outlining how the Municipality will achieve accessibility requirements under AODA
  • Preference to goods, services and/or facilities that offer accessible features
  • Training on the requirements under IASR
General Requirements - Video
Customer Service Standard - Overview

Addresses how to provide service to persons with various types of disabilities. The Municipality will make every reasonable effort to ensure that its policies, practices, and procedures are consistent with the principles of dignity, independence, integration, and equal opportunity by:

  • Ensuring all customers receive the same value and quality of service at no additional cost.
  • Using alternative methods, when possible, to ensure that customers with disabilities have access to the same services.
  • Considering and adapting to individual accommodation need when providing goods and services.

Information and Communication Standard - Overview

 We must provide accessible formats and communication supports:

  • upon request;
  • in a timely manner, that considers the persons accessibility needs;
  • in consultation with the individual making the request; and
  • At a cost that is no more than the regular cost charged to other persons.

The most common accessible formats are:

  • Large Print
  • Accessible fonts in documents instead of stylized fonts
  • Braille

Commonly requested communication supports are:

  • Real time captioning
  • Sign Language
  • Screen Readers

Website accessibility standards include:

  • Transcripts with videos
  • Written summary to explain a complex chart or map
  • Alternative text for images
  • Accessibility compliant headings in word and PDF documents
Information and Communication Standard - Video

Employment Standard - Overview

Deals with accessibility throughout the employment cycle. This standard builds from the obligations an Employer already has under the Ontario Human Rights Code.

This standard addresses 7 main topics:

  • Informing Employees about accessible employment practices
  • Accessible recruitment process
  • Accessible formats and communication supports
  • Accommodation plans for persons with disabilities
  • Workplace emergency response information or plans for persons with disabilities
  • Performance management, career development and redeployment
  • Return to work process

If you require a disability related accommodation or support, contact Human Resources or your Supervisor.

Employment Standard - Video

Transportation Standard- Overview

Addresses ways to prevent and remove barriers to public transportation. 

This can be offered through the following methods:

  • Specialized transportation services
  • Accessible taxicabs
  • Accessible bus shelters

The Municipality will include the following principles:

  • Communicate information to the public on accessible equipment, accessible vehicle features, routes, and services.
  • Train employees and volunteers on providing service to persons with disabilities.
  • Not charge the support person a fare when a person with a disability requires a support person to access the transportation services.
  • Not charge an additional fare for the transit of a person with disability or storage of their equipment.
  • Provide on board audio and visual announcements.
  • Provide clearly marked seating for persons with disabilities.
  • Implement the taxicab licensing requirements for accessibility in the licensing procedure and requirements for operation.
  • Provide accessible bus stops and shelters.
Transportation Standard - Video

 Design of Public Spaces Standard - Overview

Goes beyond just physical buildings. This also includes open spaces such as trails, playgrounds, parking lots, and beach fronts.

This standard requires accessibility elements that are not included under the Ontario Building Code, such as:

  • The need for appropriate clear widths for recreational trails and beach access routes
  • Providing accessible picnic tables in rest stops and picnic areas
  • Consulting with people with disabilities on the accessible design of play spaces
  • Ensuring sidewalks, ramps, rest areas and accessible pedestrian signals are designed for everyone to use
  • Improving the design of off-street parking
  • Ensuring customer service counters have a lowered area to service people with mobility devices
  • Ensuring accessibility spaces and features are maintained and in good working order

Record of Training Completion

This concludes the Municipality of Port Hope training on the Human Rights Code, Accessibility for Ontarians with Disabilities Act and the Integrated Accessibility Standards Regulation. 

Under the IASR we are required to obtain a record on training completion. Complete the following form to submit your record of training.
