The Municipality of Port Hope prides itself on its efforts to be both accountable and transparent about processes and information flow. For this reason, each department has prepared a Routine Disclosure Plan identifying the types of documentation which are openly available to anyone interested. 

The intent of our Routine Disclosure Plan approach is to readily identify to the public those types of documentation, information and municipal records that may be requested by the public without going through a formal Freedom of Information (FOI) request process.

 Routine Disclosure Plan

The Municipality’s Corporate Routine Disclosure Plan was established by By-law 87/2010, Being a By-law to Establish a Corporate Routine Disclosure Plan. It supports timely, open, transparent, and accountable access to municipal information, in keeping with the principles of the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA) and municipal accountability and transparency requirements.

The Plan identifies the types of records, documents, and information held by each municipal department that may be made available to the public without requiring a formal Freedom of Information request. This helps residents better understand what information is routinely accessible and provides staff with clear guidance on what may be released through routine disclosure.

Requests for information listed in the Routine Disclosure Plan are handled directly by the appropriate department, subject to any applicable municipal fees and charges. Requests that fall outside the Plan may still be directed to the lead department, which will make reasonable efforts to respond in accordance with MFIPPA.

Where a request may involve personal information about an identifiable individual, staff consult with Legal and Legislative Services before releasing the information. Information that would disclose personal information protected under MFIPPA is withheld. If access is denied, the requester may submit a formal Freedom of Information request, with the applicable filing fee. Decisions made under the formal FOI process may be appealed to the Information and Privacy Commissioner of Ontario.

The Corporate Routine Disclosure Plan provides a consistent and streamlined approach to public access to municipal records, improving clarity for residents and supporting efficient information management for staff.

If you wish to receive a copy of By-law 87/2010 Being a By-law to Establish a Corporate Routine Disclosure Plan, please contact Legal and Legislative Services by calling 905-885-4544 or by email.

If the information you are looking for is not listed in the Routine Disclosure Plan, access may still be requested.

Requests may be directed to the lead department, and staff will make reasonable efforts to respond in accordance with MFIPPA. If a request may involve personal information about an identifiable individual, staff will consult with Legal and Legislative Services before releasing the information. Information that would disclose personal information protected under MFIPPA will be withheld.

If access to information is denied, or if the information requires formal review, you may submit a Freedom of Information request under MFIPPA.
