Depending on your construction or development project, you may need to occupy or haul a heavy load on roadways owned by the Municipality of Port Hope. Learn about the permits and regulations needed in order to do work on our roadways.

Road Occupancy Permit

You need a Road Occupancy Permit in order to temporarily occupy a road, lane, or sidewalk in the Municipality of Port Hope. Please complete the online Road Occupancy Permit Application. You can also email us your printed form or drop it off to the Development Team Office located at 5 Mill Street South.

 Application Checklist

 You must include the following documents with your completed application:
  • Site diagram
  • Certificate of insurance with Commercial General Liability coverage with a minimum of $5 million and naming the Municipality of Port Hope as an additional insured
  • If fully closed or interrupting services a copy of written notification must be provided to all property owners, residents, and businesses within the area
  • A Traffic Control Plan in compliance with the Ontario Traffic Manual
  • Confirmation of parking arrangements made through the Parking Enforcement Division 
  • Copy of approved Entrance Permit, if required

Please note that the below road occupancy permit is not valid for filming activity. If you would like to get a road occupancy permit for filming, you need to follow the film permit process.

Entrance Permit

You need to apply for an entrance permit if you are adding a driveway that enters onto a Municipal-owned roadway. Please complete the Entrance Permit Application or drop a printed copy of the completed package off to the Development Team Office located at 5 Mill Street South.

 Application Checklist

You must include the following documents with your completed application:

  • A copy of the legal survey and/or site plan
  • A copy of the deed
  • A sketch showing the location of the proposed/existing entrance and other landmarks should be noted

Visit Northumberland County if your driveway enters onto a County road. Similarly, you will need to visit the Ministry of Transportation for an entrance permit onto a provincial highway.

Site Alteration and Fill Application

You need to apply for a site alternation and fill permit for any project that includes dumping, removing, or altering of fill grades. The Site Alternation and Fill application gives the Municipality a clear understanding of work being complete, operation status, and full scope of project.

 Application Checklist

 You must include the following documents with your completed application:

  • Truck Hauling route
  • Ganaraska Region Conservation Authority approval/confirmation
  • Certificate of Clean Fill
  • Site Survey- must be completed by a registered Ontario Land Surveyor
  • Site Grade Plan - as completed by a Geotechnical Engineer or Registered Ontario Land Surveyor
  • Tree Preservation Plan - completed by Arborist
  • Erosion and Sediment Control Plan - Specific requirements can be found in the Development Guide
  • Mud and Dust Control Plan - For both site and roadways

Site Alternation and Fill Application

Heavy load restrictions

In an effort to reduce damage to our roads, we implement weight restrictions of five tonnes per axle (half-loads) on all rural roads within the Municipality of Port Hope from March 1 to April 30 each year.
