The Administrative Monetary Penalty System (AMPS) system provides an alternative process for managing certain municipal by-law contraventions. It allows certain contraventions to be resolved though a local administrative process, instead of through the Provincial Offences Act court system. The AMPS represents the next step in modernizing the Municipality's enforcement process. AMPS regulates both Penalty Orders and Penalty Notices.
Currently, only Penalty Orders are being utilized by the AMPS system.

Types of offences under AMPS

Under the Administrative Monetary Penalty System (AMPS), an Enforcement Officer can issue a Penalty Notice or Penalty Order when a by-law or Provincial legislation is violated. AMPs are used for designated offences, including:

Penalty Notice: Coming Soon! Designated parking offences under the Traffic and Parking By-law. Until parking offences transition to AMPS, parking tickets will continue to be processed through the current parking ticket payment system.

To dispute a Penalty Order, submit an online written Screening Review within 30 days of the notice date. If you are seeking consideration for financial hardship, choose the dispute option and provide details of your circumstances along with supporting documents.

Pay your penalty order in person at Town Hall, 56 Queen Street at the Finance Department. You can pay by cash, debit, cheque or money order when paying in person. Alternatively, you can place your payment in the drop-box mail slot at Town Hall, 56 Queen Street.

By Mail

Process for disputing your Penalty Order

Submit a screening review

Submit an online written screening review. Have the following information available:

Penalty Order number
The person/company named on the Penalty Notice (for non-parking infractions)
Why you think your Penalty Order should be cancelled or varied
Why any fees should be cancelled or varied
Why you require additional time to pay
Include any supporting documents

For more information or questions about having your penalty order reviewed, contact us by phone at 905-753-2230. Screening review requests can be submitted in-person for those who need them, including people with accessibility needs or limited internet access.

A screening officer will review your submission

Screening Officer reviews the penalty and the circumstances surrounding it. A decision will be made within 30 days of receiving your screening request. The results of this decision will be emailed to you.

If you are not satisfied with the decision, you may request a Hearing Review

If the person disagrees with the Screening Officer’s decision, they can request a Hearing Review. A Hearing Officer will review the matter in a process similar to a trial, but less formal and faster. The Hearing Officer cannot be a current Municipal employee, and their decision is final.
