At its Council meeting on November 5, 2024, Municipality of Port Hope Council approved the updated Property Standards By-law, which is now in effect. This By-law enhances the standards for the maintenance and occupancy of property within our community, supporting safe, clean, and sustainable environments for all residents.
Key updates to the by-law include:
- Enhanced Maintenance Standards: Property owners are required to ensure buildings, structures, and yards are maintained to specified health, safety, and aesthetic standards. This includes upkeep of structural elements, cleanliness, and general site maintenance.
- Occupancy Standards: The by-law establishes minimum requirements for safe occupancy, addressing issues such as ventilation, plumbing, and overall living conditions, aimed at ensuring the safety and comfort of all tenants and residents.
- Waste and Storage Guidelines: Updated guidelines on waste storage and disposal aim to prevent accumulations of garbage and debris on properties, contributing to a cleaner, more attractive community environment.
- Enforcement and Penalties: Property standards enforcement will be conducted by the Municipality, with a range of penalties for non-compliance. Property owners are encouraged to address any deficiencies promptly to avoid penalties and support the well-being of the community.
The updated By-law also introduces several new sections that address emerging needs in our community, including:
- Nuisance Lighting
- Shipping Containers
- Vacant/Damaged Buildings
- Fire Damaged Buildings
- Marijuana Grow Houses and Clandestine Drug Operations
- Maintenance of Designated Heritage Buildings
These additions will assist Municipal Law Enforcement Officers in ensuring minimum maintenance standards are met across a broader range of property types.
A significant change in the By-law is the inclusion of provisions for Designated Heritage Buildings. This section introduces minimum maintenance and safety standards specifically for heritage properties, ensuring that Port Hope’s unique architectural and historical features are preserved. The provisions were reviewed in consultation with the Heritage Port Hope Advisory Committee and Planning Division staff to align with best practices in heritage preservation observed in neighboring municipalities.
