Contract Awarded for the Victoria Street Reconstruction and Toronto Road Watermain Project
The Municipality of Port Hope is pleased to announce that Henderson Construction has been awarded the contract for the Victoria Street Reconstruction and Toronto Road Watermain Project.
Henderson Construction is a family-owned construction company established in 2007, that specializes in construction projects across Northumberland County. The company has built strong relationships with local municipalities and businesses by delivering honest and quality work.
Project Overview
Work is expected to begin on Tuesday, May 19, 2026, with completion anticipated by the end of November, 2026. The project site will run along Toronto Road/Victoria Street South (from Fraser Street to the end of Victoria Street South). It is anticipated that there will be lane closures on Toronto Road and a full road closure on Victoria Street, beginning June 1. The scope of the project involves installing underground pipes, including water, sanitary sewer, and storm sewer systems.
At the surface, the work will include raising or lowering storm drains, maintenance holes and ditch inlets so they are properly aligned with the finished ground/pavement level. Work will also include installing concrete curbs and sidewalks, laying topsoil, plantings and sod, and finally asphalt paving and line painting.
Municipal staff are currently working with Henderson Construction and CIMA+ to finalize the construction schedule, with timeline details to be shared once confirmed.

Project Background
Over the past two decades, new residential development has increased traffic along Toronto Road and Victoria Street South. Because of this growth, the roadway and aging underground utilities now need upgrades.
In 2023, the Municipality hosted a community information and engagement session, along with a public survey to gather input on this project. The project has since been included in the 2026 Budget, allowing staff to move forward with next steps.
