Design work begins for Cavan Street and Highland Drive Reconstruction
The early stages of the Cavan Street and Highland Drive Reconstruction Project are now underway. The design phase contract has been awarded to CIMA Canada Inc. (CIMA+), who will lead the investigations and detailed engineering needed to prepare reconstruction plans.
The project area includes:
- Cavan Street (from Walton Street to Highland Drive)
- Highland Drive (from Cavan Street to the west side of the Jack Burger Sports Complex)
This reconstruction will include a full road rebuild, replacement of watermains, sanitary sewers, and storm sewers, along with the removal of low-level radioactive waste in collaboration with CNL.
It’s important to note that this project is still in the design phase and construction is not expected to begin until 2027. Over the next several months, crews will be completing surveying and investigation work to support the design process. If you live in the project area, you may notice staff on boulevards, or in some cases briefly on your property, to carry out:
- Topographic surveys – these allow them to create detailed drawings of the project area
- Tree inventories – to document the type and condition of trees within the boundary

As the design develops, we’ll continue to share updates with the community. A Public Information Centre is tentatively planned for spring 2026, and more details will be provided closer to the date.
