Tender Open and Preemptive Work Beginning for Toronto Road/Victoria Street South Project
The tender process is now open for the watermain upsizing along Toronto Road and reconstruction of Victoria Street South. The tender closes on April 9, 2026, with construction set to begin in spring 2026 and major work expected to be completed by November 2026. Once a contractor is in place, more details and timelines will be communicated to the public. In the meantime, residents can expect to see prep work and surveying being completed in the area.
Over the past two decades, new residential development has increased traffic along Toronto Road and Victoria Street South. Because of this growth, the roadway and aging underground utilities now need upgrades.
The project site will run along Toronto Road/Victoria Street South (from Fraser Street to south of Trafalgar Street). It is anticipated that there will be lane closures on Toronto Road and a full road closure on Victoria Street. Private driveway access will be maintained on Victoria Street as much as possible. If access needs to be temporarily disrupted, residents will receive advanced notice from the contractor or municipal staff. Project work includes significant upgrades to underground infrastructure, such as water, wastewater, and stormwater systems on Victoria Street and upgraded watermain installation on Toronto Road.
In 2023, the Municipality hosted a community information and engagement session, along with a public survey to gather input on this project. Council approved the project and it has been included in the 2026 Budget, allowing staff to move forward with next steps.
